Cancellation of Turkey Travel Warning. (Communicated by the Prime Minister's Media Adviser). The National Security Council Counter-Terrorism HQ issued the following statement: "In light of the lifting of the concrete terrorism threats on the Turkish southern coast between Alanya and Kemer, the Counter-Terrorism HQ is canceling its recommendation to avoid visiting or being present in the area. The recommendation to avoid being present near Turkey's borders with Iran and Iraq is still in force, as is the advisory to be alert and maintain the recommended rules of behavior throughout Turkey."

PRIME MINISTER SHARON SENDS CONDOLENCES, OFFERS AID. (Communicated by David Prince, Director of National Radio, Consulate General of Israel in New York). Prime Minister of Israel, Ariel Sharon, sent a letter to President George W. Bush on September 1st, 2005, expressing his “sincerest condolences” on behalf of the Israeli government and people of Israel, on the tragedy that has befallen the United States in the wake of Hurricane Katrina. Prime Minister Sharon also offered help in the aid effort by volunteering medical teams and offering “field hospitals, medical kits and equipment for temporary housing, re-enforcement for hospitals, and any other assistance that may be required.” Prime Minister Sharon stated that the people of Israel stand firmly by the side of the United States in a show of solidarity and friendship during these difficult times.

 

U.S. CHANGES POLICY IN PLEDGE ON 1949 LINES. WASHINGTON, DC- The Bush administration appears to have revised U.S. policy on the Arab-Israeli conflict. A report by the Washington Institute said the administration's adoption of the 1949 armistice lines as the recommended borders of Israel could mark a major change in U.S. policy. The report said President George Bush appears to have abandoned U.S. support of United Nations Security Council resolution 242, which called for secure borders for Israel. "Bush specifically committed the United States to a certain final-status position: the 1949 armistice lines are the starting point, from which any change must be mutually agreed," the report, authored by executive director Robert Satloff, said. "This is a huge advance for the Palestinians." Entitled "Deciphering the Bush-Abbas Press Conference," the report analyzed Bush's statements in wake of his meetings with Israeli Prime Minister Ariel Sharon in April 2005 and Palestinian Authority Chairman Mahmoud Abbas during the following month. Satloff said Bush delivered a message to Abbas that could harm the U.S. commitment to Palestinian democracy and a two-state solution.

Foreign Ministry Spokesman Regev Clarifies FM Shalom's Remarks.  (Internet format)

Foreign Ministry Spokesperson Mark Regev explained to IMRA this afternoon that when Foreign Minister Shalom says that the disengagement can be a model for the future that what he means is that the Palestinians have the opportunity to fulfill their Roadmap obligations (disarm the terrorists, etc.) in Gaza and that this would set the model. By the same token, Regev explained, when FM Shalom told EU High Representative Solanathat "Israel is committed to the Roadmap and we must seize the present opportunity to return to negotiations for peace" that he didn't mean that there should be a jump to negotiations without first requiring Palestinian compliance but instead that Shalom hopes the Palestinians seize the opportunity to fulfill their Roadmap obligations so that it will be possible to renew peace negotiations. With regard to the existence of any treaty or other formal Egyptian obligation that would prevent Egypt from unilaterally opening and operating a passageway from Sinai to Gaza without Israel's consent, Regev said that he was not aware of any formal obligation but that Egypt was involved in negotiations with Israel regarding the Rafah passage. While it was the case that until a month ago it was expected that Israel would not leave the Philadelphi Corridor until the efficacy of the Egyptian force was established [Defense Minister Shaul Mofaz told a special joint  session of the Knesset  Constitution, Law, and Justice Committee and the Foreign Affairs and Defense Committee on 5 July that Israel would review how effectively the Egyptians and  Palestinians halt the smuggling of weapons from Egypt to the Gaza Strip through the end of this year before deciding on withdrawing from the Philadelphi Corridor] it is now expected that Israel will withdraw within a considerably shorter time frame. Regev explained that the guiding philosophy behind the various Israeli moves is that the Gaza Strip is a "test" and that if it should "fail" that this would be reflected in Israeli policy with regards to future moves in the West Bank.

"Mr. Solana's visit is timely as it is taking place in between two chapters. In Chapter one, the disengagement from Gaza is almost over. We have to think about the next chapter, which means the continuation of the peace process. "On Gaza we still have work to be completed - namely the passages of goods and people, from the South to Egypt, from the East to the West Bank and Jordan, from the North, to Israel. "I think that Mr. Solana and not only ourselves would like to reach an understanding with all parties about the nature and the future of the passages. There are still contradictions and problems. [We would like to] try to complete an agreement of all of the parties before the last soldier leaves Gaza in one month. "Thus, time is short. The withdrawal has been a success from an Israeli point of view, also from the Palestinian point of view. We would like to complete it as nicely as possible, that is pragmatically. "The next chapter is political and economic. Europe, the Donor Countries have provided [millions of dollars] each year to the Palestinians to help start elections, to help them start to build a state. The G8 is thinking in larger terms. The economy has an impact on political developments. The political situation helps determine how well the economic opportunity will be used. "These issues we discussed will be the center of gravity in the weeks to come. "We have to look at the year ahead with political and economic eyes. There is also the other factor of elections which have and added impact on the situation. "In 2006, there will be Palestinian elections, in which we do not know who will win. Regarding the Palestinian elections, we cannot accept that among the parties that compete there will be participants with bombs and rifles. Weapons are a matter for an army. Peaceful citizens should fight for ideas. "There is a rich agenda for the weeks and months to come." (MRA: Though VPM Peres apparently referred to Hamas, it should be noted that  the party with the largest illegal armed militia is the ruling Fatah party).

Ami Shaked, former security coordinator for Gaza's Gush Katif Jewish communities, complained in a live interview broadcast on Israel Radio this morning that there is no effective security today in the evacuated communities to prevent homes from being looted before their contents are removed from the area.  Shaked explained that the area is flooded with moving trucks and packing teams and other groups and that teams of thieves have mixed into this massive unchecked flow. The program host took the position that the evacuated residents who declined to remove all their belongings before the evacuation date have themselves to blame if their possessions are stolen. It should be noted that according to the plan presented prior to the operation, evacuated homes were to be guarded and/or sealed against theft. (Internet format  or File)
 

Hamas training recruits for new women's military wing at secret site in Gaza. Tel Aviv. Israeli intelligence revealed that Hamas has established a military wing for women insurgents. Hamas said dozens of women have been recruited for insurgency attacks. The recruitment was conducted in the Gaza Strip and would soon move to the West Bank...In Internet format

PM Sharon's Office: Nothing preventing Egypt from independently opening passageway with Gaza after IDF pullout. By Dr. Aaron Lerner. IMRA asked Raanan Gissin, Prime Minister Ariel Sharon's Foreign Media Advisor, this morning if there is any understanding between Israel and Egypt that would prevent Egypt from opening a passageway between Egypt and Gaza without Israel's consent or approval once Israel pulls out from the Philadelphi Corridor. Gissin replied that while Egypt has committed not to transfer weapons to the Palestinians that once Israel leaves the Philadelphi Corridor they can do there as they see fit - in terms of operating passageways - subject to that restriction.

Netherlands: No distinction between political and terrorist Hezbollah branches. Investigations have shown that Hezbollah's terrorist wing, the Hezbollah External Security Organisation, has been directly and indirectly involved in terrorist acts. It can also be concluded that Hezbollah's political and terrorist wings are controlled by one co-ordinating council. This means that there is indeed a link between these parts of the organisation. The Netherlands has changed its policy and no longer makes a distinction between the political and terrorist Hezbollah branches. The Netherlands informed the relevant EU bodies of its findings.

The Central committee cannot dictate to the prime minister what to do and carry out sanctions against him because this would put the party above the law of the State that gives the prime minister the authority to act. The Vatican has rejected Israel's criticism that Pope Benedict XVI failed to condemn Palestinian militant attacks against Israel in his recent remarks. The Israeli foreign ministry said the pontiff's speech would be interpreted as "granting legitimacy to... terrorist attacks against Jews". A Vatican statement said it could not condemn every Palestinian strike because Israel's own response had sometimes violated international law. Israel had complained that the Pope on Sunday left the country off a list of those recently hit by terror attacks. The Pope deplored the attacks in Egypt, Turkey, Iraq and Britain. Stern statement: The latest statement from the Vatican said: "It's not always possible to immediately follow every attack against Israel with a public statement of condemnation." It said this was mainly because "the attacks against Israel sometimes were followed by immediate Israel reactions not always compatible with the rules of international law". "It would thus be impossible to condemn the first (Palestinian attacks) and let the second (Israeli retaliation) pass in silence". The statement added that "the Holy See cannot take lessons or instructions from any other authority on the tone and content of its statements". Earlier this week, it criticised the Pope for failing to mention a 12 July suicide bombing in Netanya that killed five Israelis. Russian expert: Israeli withdrawal could provoke regional war. Expert criticizes organization of Jewish settlement withdrawal. MOSCOW, August 19 (RIA Novosti), [Russian News and Information Agency] - The withdrawal of Jewish settlements from the Gaza strip will only cause a new round of confrontation, Moscow-based Middle East Institute President Yevgeny Satanovsky told a press conference Friday. Israeli policeman stabbed in Hebron. A Palestinian man has stabbed and wounded an Israeli policeman near the tomb of Abraham in the West Bank town of Hebron. The tomb is a site holy to both Muslims and Jews. Israeli police arrested the Palestinian man, who stabbed the policeman while being searched at a checkpoint. In southern Israel, a mortar fired by Palestinian militants in Gaza exploded near a village, causing no casualties or damage, the Israeli army said. Hebron flashpoint: Hebron is a serious flashpoint for Israeli-Palestinian violence. Approximately 1,200 soldiers guard some 500 Jewish settlers living in an enclave in the heart of Hebron, among a population of about 150,000 Palestinians. The attack comes a day after Israeli soldiers killed five Palestinians in a raid on the West Bank city of Tulkarm. The Palestinian president, Mahmoud Abbas, described the killings as a provocation. Israeli animal activists are scouring empty settlements in the Gaza Strip to find abandoned household pets. Dogs, cats, chickens, goats, geese, parakeets, ducks, turtles and an iguana were among the pets abandoned by settlers under the disengagement plan. Up to 200 animals are thought to remain inside Gaza but activists are battling to save them before bulldozers move in. Israeli woman who set herself afire to protest Gaza withdrawal dies in hospital. BEERSHEVA, Israel- An Israeli woman died Friday from burns inflicted when she set herself on fire last week to protest the Israeli withdrawal from the Gaza Strip, hospital officials said. She was the only Israeli who died during the evacuation of the 21 Gaza settlements, which was marked by emotional but largely non-violent resistance. Yelena Bosinova, 54, a resident of the Kedumim settlement in the West Bank, was staging a protest Aug. 17 at a roadblock near the southern Israeli town of Netivot when police suddenly noticed that she was on fire. They doused the flames and rushed her to Saroka Medical Centre in Beersheva. Hospital spokeswoman Irit Bibi said she died Friday. Bosinova's protest came on the first day of the forced evacuation of the settlements. The eviction of the Gaza settlers was completed on Monday, followed by the evacuation of four northern West Bank settlements near Bosinova's home in Kedumim on Tuesday.
