Assistant
Secretary of State Welch:
Gaza Disengagement Update and
Briefing. Disturbing? Honest? Or Pure Political Jargon? Dr. Aaron Lerner: "While this briefing and others
do recognize that the PA is required to dismantle the terrorists,
unfortunately the narrative that follows such statements consistently talks of
how the PA security forces should be strengthened without ever actually
addressing when the US expects these forces to act against the terrorists.
For that matter, unfortunately, it would appear that an American official has
yet to take a short break from his or her praise for Mr. Abbas...

An order regulating the transfer of goods from Judea and Samaria into Israel and vice versa. The GOC Central Command, Yair Nave, signed an order to regulate the transfer of goods in commercial quantities from Judea and Samaria into Israel and from Israel into Judea and Samaria. The transfer of goods whose origin or destination is not Israeli communities or Israeli industrial zones will be done via six crossings in which "back to back" surfaces exist, and were intended for allowing merchandise to be transferred in an orderly and supervised manner. The "back to back" surfaces exist in the following crossings: Bike'a, Gilboa, Efraim Gate, Bitunia, Har Homa, and Tarkumia crossings. Goods which are fresh agricultural produce, which origin or destination is Israeli communities or Israeli industrial zones inside Israel or in Judea and Samaria, will be transferred via nine crossings designated for the transfer of fresh agricultural produce. The crossings are: Maccabim, Samaria, A-Zaim, Jaba'a, Meitar, Eliahu, Bike'a, Behorim, and the Tunnels crossings. Those crossing are nine of the 31 seam zone crossings. The purpose of the order is to prevent the transfer of weaponry or prohibited materials under the disguise of agricultural fresh produce, as well as to prevent the transfer of agricultural products that do not make the Public Health Supervision standards and may endanger lives. The above-mentioned nine crossings will be manned by the Animal and Plants Supervision Unit in the office of agriculture, in order to channel the agricultural produce and strictly inspect it according to the law. Purchase of Ashkelon 'Golf Course' Area for Gush Katif Residents. (Communicated by the SELA Disengagement Authority). The SELA Disengagement Authority has released the following statement: "Negotiations have been completed for the purchase of the 'golf course' area in Ashkelon for Gush Katif settlers. Pres. Bush: Palestinians must show they will fight terror, US doesn't leave Iraq. IMRA: While President Bush praises Mr. Sharon for his "courageous and painful" retreat from the Gaza Strip carried out per the Prime Minister promise to retreat come-what-may and in particular without regard for the consequences of creating a power vacuum in Israel's backyard, he sets a far different standard for America: "Our strategy is straightforward: As Iraqis stand up, Americans will stand down. And when Iraqi forces can defend their freedom by taking more and more of the fight to the enemy, our troops will come home with the honor they have earned." Mr. Bush's remark about Iraq is particularly poignant when one considers that America chose to honor Sharon's retreat by inviting Min. Olmert for a visit - the man who from the start of the retreat plan wore his clueless about the morning after retreat as a badge of honor.] Pope issues anti-Semitism warning. MK Eldad: Media that doesn't blame
PM for criminal activity of son can't blame us for individual's actions.
By Dr. Aaron Lerner. MK Arieh Eldad
(National Union) told Israel Television Channel One this morning that by the
same token that the Israeli media does not hold Prime Minister Ariel Sharon
responsible for the criminal activity of his son, Omri, that they should not
hold the leadership responsible if some individuals act improperly during the
expulsions from northern Samaria communities.

[IMRA: The Israel Radio reporter Guy Kotev on the scene of Sa-Nur reported this morning that in light of the absence of violence so far that the police may opt to bring the buses up to the homes so that instead of dragging people down the long distance into a wadi where the buses are currently positioned they can carry them a short distance from the homes to the streets in front of the homes... Following a parting prayer service held by the residents at the community's synagogue the residents evacuated themselves with assistance from the IDF and Israeli Police forces. Politicization of SELA impaired provision of help to evacuees. By Dr. Aaron Lerner. It should be noted that SELA (Assistance for Residents of the Gaza Strip and Northern Samaria) Administration Director Yonatan Basi played a key role in impairing the provision of help to evacuees by politicizing his activity. When Prime Minister Ariel Sharon chose Basi to head SELA it was widely believed that he did so in order to put a religious Jew who supports retreat in the limelight. And Basi delivered the goods. Rather than take the role of a neutral government administrator whose job is to implement rather than justify government policy, Basi jumped at every media opportunity to not only defend the policy but to use his kipa as a platform from which to deride religious retreat opponents as "messianics" who have lost their way. Basi's identification with SELA poisoned SELA in the eyes of the communities it is supposed to serve - a situation further exacerbated when Basi continually leaked information about those who contacted SELA out of a desire to break the will of retreat opponents. Approximately 500 Israeli citizens were halted by the Security Forces on Thursday before they could realize their attempts to enter the Gaza Strip illegally, contravening the recent orders of the Southern Command limiting entry. Some of those attempting to enter the restricted zone did so at locations very close to the security fence surrounding the Gaza Strip thus endangering their own lives and those of the security forces. Subsequent searches in the area south of Gush Katif unearthed remains of (explosive) gas balloons. The aforementioned order took effect on the 13th of July 2005 with the aim of barring the entry of various groups intent on disrupting the disengagement. The Security Forces will continue to maintain lawfulness in the area and to uphold the Southern Command's order. Settlement of Nissanit becomes a virtual ghost town ahead of Gaza withdrawal. A Palestinian spokesman, Tawfiq Abu Khoussa, said people in the centre would be in touch with commanders from both sides on the ground. Israeli officials said it would be manned by low-level military personnel. Palestinian groups, including Hamas and Fatah, have also agreed to form a committee to oversee the withdrawal. The committee is due to start work on Saturday. A spokesman for Hamas, Mushir al-Masri, has said the group refused a request by the Palestinian Authority that it forego military-style victory celebrations during the pullout. Reports say a large contingent of Palestinian forces will be deployed on Sunday along the borders of the Jewish settlements in an attempt to ensure that Palestinian militants do not seek to disrupt the evacuation process.Masses in anti-withdrawal rally.
