CIA Sept. 11 review recommends disciplinary proceedings for top officials. WASHINGTON, DC- The CIA's independent watchdog has recommended disciplinary reviews for current and former officials who were involved in failed intelligence efforts before the attacks of Sept. 11, 2001, The Associated Press has learned. CIA Director Porter Goss now must decide whether the disciplinary proceedings go forward. The proceedings, formally called an accountability board, were recommended by the CIA Inspector General John Helgerson. It remains unclear which people are identified for the accountability boards in the highly classified report spanning hundreds of pages. The report was delivered to Congress on Tuesday night. Following a two-year review into what went wrong before the suicide hijackings, people familiar with the report say Helgerson harshly criticizes a number of the agency's most senior officials. Among them are former director George Tenet, former clandestine service chief Jim Pavitt and former counterterrorism centre head Cofer Black. The former officials are likely candidates for proceedings before an accountability board. The boards could take a number of actions, including letters of reprimand or dismissal. They could also clear them of wrongdoing. Those who discussed the report with The AP all spoke on condition of anonymity because it remains highly classified and has been distributed only to a small circle in Washington. Tenet and Pavitt declined to comment. Black could not be reached Thursday.

Rocket almost hits U.S. navy ship at Red Sea resort; Jordanian soldier killed.

Allegedly Britain secretly supplied key component for Israeli nuclear reactor
LONDON --  Britain secretly sold Israel a key component for its then-fledgling nuclear program in the late 1950s, not even telling key ally Washington, a report based on British archives said on Wednesday. Astonishingly, the decision in 1958 to sell 20 tons of heavy water, a vital ingredient for the production of plutonium, appears to have been made by British civil servants with no input from ministers, the BBC report said. The documents unearthed by BBC television's "Newsnight" program, broadcast late on Wednesday, show that British officials decided that it would be "over-zealous" to insist that Israel use the heavy water only for peaceful purposes...Read the full article.

Kissinger against early US pullout from Iraq

Former US secretary of state Henry Kissinger said on Friday that military victory in Iraq was essential to any US exit strategy and warned that an early US troop withdrawal was "a potentially fateful event".

New al-Qaida Video Headlines on al-Arabiya: "As you bomb, you will be bombed!"

DUBAI, United Arab Emirates- A purported al-Qaida video shows militants in Afghanistan - including Europeans, Arabs and others - preparing to attack U.S. troops and showing off what they said was a U.S. military laptop. The video, parts of which have been shown by Al-Arabiya television, including a segment aired Tuesday, features interviews with a masked man yelling "As you bomb, you will be bombed" and shows a group of men packing explosives into bombs. The authenticity of the videotape could not be confirmed. U.S. air force Capt. Lennea Montandon, a spokeswoman for the U.S. Central Command in Qatar, said the military would not comment because it had not seen the broadcast. If authentic, the program would be the latest attempt by the al-Qaida network to use the broadcast media and Internet to promote its cause. VIENNA, Austria- Iran's president said Tuesday he will submit new proposals in negotiations over his country's nuclear program but denounced a European offer of aid as an "insult," as the UN nuclear agency tried to resolve the crisis without referring Tehran to the Security Council. While the International Atomic Energy Agency's 35-country board considered a new warning to a defiant Iran to suspend its atomic activities, fresh areas of concern emerged Tuesday. An exiled dissident said Iran recently produced 4,000 centrifuges capable of enriching uranium to weapons grade. US journalist Steven VincentUS journalist shot dead in Iraq.  A US freelance reporter, Steven Vincent, has been shot dead by unknown gunmen in Basra, southern Iraq, police have said.

Mr Vincent was abducted with his female Iraqi translator at gun point by men in a police car on Tuesday. His bullet-riddled body was found on the side of  highway south of the city a few hours later. He had been writing a book about the city, where insurgents have recently stepped up their attacks. Bundled into car: The pair were kidnapped by five gunmen in a police car as they left a currency exchange shop, Lt Col Karim al-Zaidi said. "Both were later shot, but Vincent was killed, while the girl [translator] is alive," said Mr Zaidi. Mr Vincent was shot several times in the head and body, said Mr Zaidi. The translator, Nour Weidi, was seriously wounded. Mr Vincent's relatives have been informed and US officials are working with the UK military and Iraqi authorities to identify the killers. "I can confirm to you that officials in Basra have recovered the body of journalist Steven Vincent," said embassy spokesman Pete Mitchell. "Our condolences go out to the family." Mr Vincent had been in Basra in recent months working for the Christian Science Monitor and the New York Times. In a recent New York Times article, Mr Vincent wrote that Basra's police force had been infiltrated by Shia militants. He quoted a senior Iraqi police lieutenant saying some officers were behind many of the killings of former Baath party members in Basra. Mr Vincent also criticised the UK forces, who are responsible for security in Basra, for ignoring abuses of power by Shia extremists.

NEW YORK- A federal appeals court upheld most of a patent infringement verdict against the Canadian company that makes BlackBerry e-mail devices, but ordered a lower court to reconsider part of the case and agreed to hear arguments that the long-running dispute is actually beyond U.S. jurisdiction. Vienna police issue alert to public about armed thief with giant nose. VIENNA, Austria- It wasn't a big gun or knife that caught the eye of an armed thief's victim in Austria's capital. Instead, the bandit's protruding nose left its mark. Police issued an alert Wednesday for Vienna's residents to be on the lookout for a man with a big nose in his mid-20s or early 30s after he held up a gas station. The cashier who was robbed told authorities the thief was rather nondescript with one notable exception: He had a giant nose. They offered only one more clue. The man spoke heavily accented German. No one was injured in Tuesday night's holdup.

BRIDGETON, New Jersey- A 16-year-old pianist is suing his music teacher for allegedly confronting him on stage during a Carnegie Hall competition and slamming the keyboard cover on his fingers as they argued over what piece he would play.
